THE PROPOSITION IN ONE LINE
We already run a rotation matrix. We simply do not put a permanent team on each activity.

This proposal does not change the timetable, the activities or the cadre allocations. It changes who owns the columns.

Read horizontally, each row is a Company planning and resourcing five different subjects. Read vertically, each colour is one subject, running most of the week, that a single team could own. Nothing in the timetable changes between those two readings — only who owns the work.
THE PROBLEM
AC26 delivered its training. It did so at a cost that recurs every year because it is built into how delivery is organised:
- Staff working to approximately 2200 nightly to prepare the following day.
- Next-day preparation could only start once training ended — and was then repeated independently by nine cadres.
- Daily G4 demands raised through several channels at that volume; some did not reach the point of issue.
- No mechanism assures a common standard or common assessment threshold across cadres delivering the same syllabus.

WHY IT WORKS
- The late nights are solved at root. Planning moves from during camp to before camp, and from nine parallel efforts to one owner per subject. A nightly stores transaction becomes a single draw and a single return.
- G4 failure points fall sharply. "All bergens and CTRs" becomes one conversation with the FTX stream lead, not nine separate demands.
- Consistency becomes structural. One team owns each subject, therefore one team owns the standard and the sign-off.
- Junior adults develop. A week embedded with the County's strongest instructors in one subject, instead of rotating past whoever is available.
- The chain of command is unchanged and visible. Cadre and stream are built on the same four levels — Coy HQ, training lead, sub-unit, delivery. Cadre staff attach to a stream for a stand and never leave their own chain. See Figures 5 and 6 in the paper.
The one exception, stated plainly
Weapons and ammunition cannot be held for the week. The Ranges stream draws and returns them daily, against the established armoury accounting requirements — this proposal does not seek to change that. But because weapons scale to the firing point rather than to cadet strength, that daily cycle is a small one: 18–30 weapons for 60 cadets, not 60. Pairing details through unhurried practice periods before firing also means fewer errors on the range, and releases the balance of the weapons to Fieldcraft, SAA or Drill running concurrently. See Figure 3 in the paper.
WHAT IT REQUIRES
- ACS must be decomposed into named subject stands. It peaks at 416 cadets across 8 cadres and is not a subject — it is the residual bucket holding Drill, CIS, SAA, First Aid and expedition theory. This is the largest piece of design work, and it is also where AC26's improvisation concentrated.
- A decision on how the teams are constituted. 5 cadres are Glos-led and 4 B&CI-led, and the streams are already mixed. A county-only team cannot own a joint stream.
- Named qualified deputies for every safety-critical appointment, identified at the planning conference — FTX peaks at 245 cadets across 4 cadres simultaneously.
- Armoury hours confirmed to support the Ranges stream's daily draw and return.
- Earlier planning dates. A consolidated G4 bid in April rather than June/July, and stores packed by stream rather than by cadre.
DECISION SOUGHT
- Approval of the SME stream delivery model for AC27 (Option 2, paper para 7).
- A design team stood up by 30 Nov 26, with stream leads named.
- A decision on constitution — Battalion level with B&CI, or County level for Glos-led cadres only.
The change is smaller than it first appears. The rotation already exists in the block programme. What it lacks is a permanent team behind each column — and once those teams exist, the planning moves out of camp evenings and into the spring, where it belongs.

1. AIM
To seek approval for Annual Camp 2027 training to be delivered by standing Subject Matter Expert (SME) teams organised by activity stream, with cadre staff retained to command, move and care for their cadets.
2. RECOMMENDATION
That the CTO approves the SME stream delivery model for AC27 (Option 2, para 7), and authorises a design team to be stood up by 30 November 2026 to produce the stream plans against the timeline at para 10.
3. THE CENTRAL PROPOSITION
We already run a rotation matrix. We do not yet put a permanent team on each activity.

This proposal does not change the timetable, the activities, or the cadre allocations. It changes who owns the columns. The structural work is largely done; what is missing is a permanent team behind each activity. This is shown at Figure 1 of the covering summary.
4. BACKGROUND
Until approximately two years ago the County trained in Companies — A, B, C and S — each holding a mix of Junior 1-Star, Senior 1-Star and 2-Star cadres, with 3 and 4-Star delivered by S Coy. The County has since moved to a cadre structure: one cadre per Company (AC26: A = Junior 1-Star, B = 2-Star, C = Senior 1-Star, S = 3/4-Star).
The intent of that change was sound. My assessment is that the concept was right and the implementation was incomplete: we adopted cadre allocation without adopting cadre delivery. Companies still approach camp as Companies — each planning, resourcing and delivering the full syllabus for its own cadre, in parallel with every other Company.
This proposal is the missing half of a change already made, not a new direction.
5. THE PROBLEM
AC26 delivered its training. It did so at a cost that is not sustainable and not, in my judgement, a function of how hard anyone worked.
5a. Staff were working until approximately 2200 to prepare the following day. This is a morale, retention and health risk. Its cause is structural, not individual: nine cadres each re-planned and re-drew stores every evening, off the back of a nightly meeting, against a QM department receiving requirements through several uncoordinated channels. The work was duplicated nine times and could only be done at night, because it could only be done once the day's training had finished.
5b. G4 requirements did not consistently reach the point of issue. Requirements were submitted in advance at cadre level (Ref C) and again nightly during camp; some did not arrive. With nine cadres each raising daily demands, the number of transactions is high and each one is a point of failure.
5c. Duplication is already occurring across counties. On 11 of the 12 training half-days, at least one activity stream is running cadres from both Gloucestershire and B&CI simultaneously (Ref B, para 6) — the same activity, on the same day, with separate staffs, separate lesson plans and separate stores demands.
5d. Consistency of training cannot currently be demonstrated. Where the same syllabus is delivered by whichever staff are available to each cadre, we have no mechanism that assures a common standard or a common assessment threshold across cadres. I do not assert that standards varied at AC26 — I assert that we could not prove they did not.
6. WHAT THE MATRIX SHOWS (Ref B)

The three points I would draw out:
- Para 5a is solved at root. Stream ownership moves planning from during camp to before camp, and from nine parallel efforts to one owner per subject. A nightly stores transaction becomes a single draw and a single return.
- Para 5b is reduced by design. "All bergens and CTRs" becomes one conversation with the FTX stream lead, not nine separate demands.
- Para 5d is answered directly. One team owns each subject, therefore one team owns the standard and the sign-off. Consistency stops being a hope and becomes a structure.
The cause of the 2200 finishes is not the volume of work. It is that the work is duplicated nine times and can only be done after training ends.
Figures are illustrative arithmetic on the AC26 pattern, not a stores count. The point is the shape: stream ownership moves planning from camp evenings to the spring, and replaces a nightly transaction with a single draw and return — with the Ranges stream a deliberate and unavoidable exception.
The secondary prize is adult development. A junior adult currently learns from whoever they happen to be stood next to. Under this model they spend a week embedded with the County's strongest instructors in one subject — seeing training planned properly and delivered well, and contributing to delivery where the stream lead judges them ready. That is a succession and retention mechanism we do not currently have.
6a. THE RANGES STREAM — THE ONE EXCEPTION, AND A SECOND SAVING
The exception must be stated plainly. Weapons and ammunition cannot be held for the week. They are drawn and returned daily, against the established armoury accounting and security requirements, and this proposal does not seek to change that. The Ranges stream therefore runs a daily armoury cycle, and applies the draw-once principle only to its range stores — targetry, ancillaries, butt party equipment and consumables.
That exception is smaller than it first appears, because weapons scale to the firing point, not to cadet strength. Worked example — 60 cadets on a 25m barrack range with 6 lanes gives 10 details of 6. Six weapons are on the firing point. Each concurrent practice bay pairs two details on six weapons: one cadet handling, one watching for errors and acting as assistant cocker.
The requirement is therefore 18–30 weapons, not 60. This yields three benefits:
- A smaller daily armoury cycle — the one transaction the model cannot avoid is materially reduced.
- Weapons released to concurrent training — the balance stays available to Fieldcraft, SAA or Drill stands running at the same time, which is currently a routine point of contention.
- Better shooting and fewer range errors — every cadet revises the marksmanship principles unhurried (rifle lessons 5–9, practice period 3) immediately before firing, with a second cadet observing. Errors are corrected in the practice bay rather than on the firing point.
The practice periods are run by cadre staff under the stream lead's direction — which is also the clearest answer to what cadre staff do while the stream owns the stand (Risk R2).
A worked example — 60 cadets on a 25m barrack range with 6 lanes.
Scaling weapons to the firing point and practice bays rather than to cadet strength cuts the requirement from 60 to 18–30, releases the balance to concurrent weapon training elsewhere, and — because each detail gets an unhurried practice period with a second cadet watching for errors — reduces errors on the range itself. It also gives cadre staff a defined instructional role on the stand.
7. OPTIONS
Option 1 — Retain cadre delivery (status quo). For: no change required; known quantity. Against: all of para 5 recurs. The 2200 finishes are structural and will return. Rejected.
Option 2 — SME stream delivery (RECOMMENDED). Standing teams own FTX, Ranges, AT, Nav/Exped and the decomposed ACS stands. Each team plans its subject once, months out, and holds its stores for the week (weapons and ammunition excepted — para 6a). Cadre staff — one senior adult and a cohort of junior adults — remain with their cadre throughout, commanding the cadets and moving them between stands. For: addresses paras 5a–5d; teams demonstrably employed (para 6); stores scale and transaction count fall sharply; training quality and consistency owned by subject; junior adult development built in. Against: requires the design work at para 9 to be completed before camp; concentrates qualifications (Risk R1); the Ranges stream retains a daily armoury cycle (para 6a). Recommended.
Option 3 — Partial adoption (fallback). Streams stood up for FTX and Ranges/SAA only — the highest G4 load and highest qualification burden — with the remainder cadre-delivered. For: smaller step; reversible. Against: retains parallel planning for the majority of the programme, so para 5a is only partly relieved. ACS, the largest block and the weakest area (para 9), is left untouched. Offered as a fallback if Option 2 is judged too large a step for a single year. It is a slower route to the same place, not a different answer.
8. RISKS AND MITIGATION

Cadre staff are not spectators. They hold welfare, discipline and accountability throughout, and take an instructional role on the stand — the range practice periods at Figure 3 are the clearest example.
8a. THE COMMAND STRUCTURE, DRAWN OUT
Figure 4 states the division of responsibility. Figures 5 and 6 draw it, because the question the model must answer is not who owns the subject — that is the easy part — but who commands whom, at every level, on every day of the week.
The cadre structure does not change (Figure 5). A Company HQ administers its cadre. A Lead Instructor owns that cadre's training. Platoons are the manageable block. The section is where an adult stands in front of cadets, with a cadet NCO beneath them. All nine cadres are commanded through those same four levels, from the 70-strong 1-Star cadres down to the 4-Star Advanced cadre of ten — which is the same tree, one section deep. Nothing in this proposal alters any part of that.
The stream team is built on the same four levels (Figure 6). A stream lead sits where a Company HQ sits; a stand or a phase sits where a platoon sits; an instructor stands where a squad instructor stands. We are not introducing a new kind of organisation, and we are not asking anyone to command in an unfamiliar shape. We are pointing a familiar one at a subject instead of at a cadre.
That is the practical case for the model as much as the theoretical one:
- Span of command stays inside what one person can hold. No appointment in either figure commands more than four or five subordinate elements. This is the reason the Coy / Pl / Sect structure has survived, and it is why the stream teams are drawn to it.
- Every level has one named owner. Where a Lead Instructor owns a cadre's training, a stream lead owns a subject's. Consistency (para 5d) and sign-off (R4) attach to a named person, at a named level, in both trees.
- Named deputies are structural, not administrative. R1 asks for a qualified deputy against every safety-critical appointment. Figure 6 shows where each one sits, which is how that risk is actually retired.
- The two trees join, they do not merge. At the foot of each stream tree is a dashed band: cadre staff attach to the stream for the duration of a stand and remain in their own chain of command throughout. Attached, never commanded. That is the whole of the safeguarding answer at R2, drawn rather than asserted.
Two caveats on the figures. Adult strengths in Figure 5 are illustrative ratios, not a manning statement — sections of about ten, three to a platoon. The appointments inside each stream team in Figure 6 are my first draft for the design team to correct; the four levels, not the job titles, are what is being proposed.
Every cadre, whatever its size, is commanded through the same four levels. This is what the model leaves exactly as it is.
Nine cadres, nine identical structures. A Company HQ administers its cadre; a Lead Instructor owns that cadre’s training; the platoon is the manageable block; the section is where an adult stands in front of cadets with a cadet NCO beneath them. The 4* Advanced cadre of ten is the same tree one section deep — the structure scales without changing shape, which is precisely why it is worth keeping.
Each SME team is a Coy / Pl / Sect structure pointed at a subject instead of at a cadre. Nothing here is a new kind of organisation.
Read Figures 5 and 6 together: the levels are identical. A stream lead sits where a Coy HQ sits, a stand sits where a platoon sits, and an instructor stands where a squad instructor stands. That is the argument for why the model is manageable — no one is being asked to command in an unfamiliar shape, only to point a familiar one at a subject. The dashed band at the foot of each tree is the join between the two figures: cadre staff attach to the stream for the duration of the stand and remain in their own chain of command throughout.
9. THE PRINCIPAL DESIGN TASK — ACS
ACS peaks at 416 cadets across 8 cadres simultaneously and carries 315 across 5 cadres on the Sunday. It cannot be a single SME team, because ACS is not a subject — it is the residual bucket into which Drill, CIS, Skill at Arms, First Aid/EFAW and expedition theory are swept.
It must be decomposed into named subject stands, each with an owner, a lesson plan and a stores line. This is the largest single piece of work the model requires.
It is also the clearest diagnosis of AC26: ACS is precisely where cadre staff had no pre-planned product to deliver, and therefore where the improvisation and the late nights concentrated. On the Sunday, five separate staffs delivered five versions of the same syllabus to 315 cadets at the same time. Decomposed into stands, that becomes one team per subject delivering to a rotation.
10. PROPOSED TIMELINE
AC26's block programme was issued on 3 Mar 26. SME teams need it earlier, because their value comes from planning far out — that is the whole mechanism by which the work moves out of camp evenings.

11. DECISION SOUGHT
- Approval of Option 2 — SME stream delivery for AC27.
- A design team stood up by 30 Nov 26, with stream leads named.
- A decision on R5 — whether streams are constituted at Battalion level with B&CI, or at County level for Glos-led cadres only.
I am willing to lead or sit on the design team, and to own the FTX stream plan as a worked first example. The S Coy AC26 FTX and week stores plans were produced on exactly this basis and are available as evidence of the product a stream lead would deliver.
12. CLOSING
The training at AC26 was delivered, and the people delivering it worked extremely hard to achieve that. My concern is that we achieved it by absorbing the cost personally, and that the cost falls on the same people every year.
The change I am proposing is smaller than it first appears. The rotation already exists in your block programme. What it lacks is a permanent team behind each column — and once those teams exist, the planning moves out of camp evenings and into the spring, where it belongs.

Finding A1 — the teams would not be idle. Every principal stream is employed on 6 to 10 of the 12 training half-days. The most common objection to SME delivery — "we would have specialists standing around" — is not supported by our own programme.
Finding A2 — no stream needs the whole camp's worth of anything. Peak concurrent strength is 125–245, never 416.

The common objection to SME teams is that specialists would stand idle. Our own programme says otherwise: each principal stream works 6 to 10 of the 12 training half-days. Equally, no stream ever needs equipment for the whole camp — the tallest bar is 245 of 416.
4. THE G4 CASE, QUANTIFIED
Stores are currently drawn and returned by cadre, repeatedly, throughout the week. Under stream ownership each team draws once on arrival and returns once on the final day, holding at peak-on-ground plus spares — subject to the Ranges exception at para 4a.

Finding A3 — this is the fix for the 2200 finishes. The cause of late working at AC26 was not the volume of work; it was that nine cadres each re-planned and re-drew stores every evening, off the back of a nightly meeting, against a QM department receiving requests through multiple uncoordinated channels. Stream ownership moves planning from during camp to before camp, and from nine parallel efforts to one owner per subject. It replaces a nightly transaction with a single draw and a single return.
Finding A4 — one point of contact per commodity. "All bergens and CTRs" becomes one conversation with the FTX stream, not nine.
4a. THE RANGES STREAM — A NECESSARY EXCEPTION, AND A SECOND SAVING
The caveat. The "draw once, hold all week" principle does not apply to weapons and ammunition. These are drawn from the armoury and returned daily, against the established accounting and security requirements, and nothing in this proposal seeks to change that. The Ranges stream therefore runs a daily armoury cycle for weapons, ammunition and pyrotechnics, and applies the draw-once principle only to its range stores — targetry, ancillaries, butt party equipment, comms, gazebos and consumables.
This is an unavoidable cost of the model and is stated plainly. It is also smaller than it appears, because the stream is drawing far fewer weapons.
The scaling. Weapons do not scale to cadet strength. They scale to the firing point and the practice bays. Worked example — 60 cadets on a 25m barrack range with 6 lanes:

Finding A4a — three benefits, not one.
- Fewer weapons drawn, so a smaller daily armoury cycle. The transaction the model cannot avoid is materially reduced in size.
- The balance is released to concurrent training. Weapons not tied to the range remain available to Fieldcraft, SAA or Drill stands running at the same time — currently a routine point of contention.
- Better shooting, and fewer range errors. Pairing details for the practice period means every cadet revises the marksmanship principles unhurried (rifle lessons 5–9, practice period 3) immediately before firing, with a second cadet observing for errors. Errors are corrected in the bay rather than on the firing point.
This also answers the "what do the cadre staff actually do" question. The practice periods are run by cadre staff under the stream lead's direction. They are not spectators; they hold a defined instructional role on the stand while the stream owns the range itself (see Risk C3 and Figure 4).
5. ACS IS THE PROBLEM, AND IT IS THE REAL DESIGN TASK
ACS peaks at 416 cadets across 8 cadres simultaneously (Fri 14 AM) and carries 315 pax across 5 cadres on Sun 09. It cannot be one SME team, because ACS is not a subject — it is the residual bucket into which Drill, CIS, Skill at Arms, First Aid/EFAW, expedition theory and everything else is swept.
Finding A5. ACS must be decomposed into named subject stands before the model can be implemented, each with an owner, a lesson plan and a stores line. This is the single largest piece of design work the proposal requires — and it is also the clearest diagnosis of why AC26 felt improvised: ACS is precisely where cadre staff had no pre-planned product to deliver.
Illustration of the prize: on Sun 09, five cadres deliver "ACS" to 315 cadets simultaneously. That is currently five separate staffs improvising five versions of the same syllabus. Decomposed into stands (Drill · CIS · First Aid · SAA · Nav theory) it becomes one team per subject delivering to a rotation — and the training becomes demonstrably consistent, because one team owns each standard and each sign-off.
6. CONSTRAINTS AND RISKS THE MATRIX EXPOSES
C1 — SME teams must be Battalion-level, not county-level. Of the 9 cadres, 5 are Glos-led and 4 are B&CI-led. On 11 of the 12 training half-days, at least one stream has cadres from both counties on it simultaneously (e.g. Tue 11: AT, FTX and RANGES are each running mixed-county cadres at the same time). A county-only SME team cannot own a joint stream. Either the teams are constituted at Bn level, or Glos owns streams only for Glos-led cadres and the duplication we are trying to remove survives.
This constraint cuts our way: the duplication is already happening. Two counties are already running the same activity on the same day with separate staffs, separate plans and separate stores demands.
C2 — qualification depth becomes a single point of failure. FTX peaks at 245 cadets / 4 cadres simultaneously (Thu 13 AM). Concentrating ECO/RCO/RSO and range qualifications into small teams means one non-arrival removes a stand for four cadres, not one. Mitigation: each stream manned with a qualified deputy for every safety-critical appointment, identified by name at the planning conference, not on arrival.
C3 — welfare and safeguarding continuity. Cadre staff own the cadets; SME teams own the training. Duty of care at the handover point must be written down, not assumed. Mitigation: cadre staff remain with their cadre at all times including on the stand, and hold a defined instructional role there (para 4a) — the SME team commands the training, the cadre staff commands the cadets.
C4 — transport becomes the binding constraint. A rotation only works if moves run to time. AC26 evidence: Mon 10 Aug departure programmed 0830, actual approx 1030 (≈2 hrs lost across a 58-cadet cadre); Tue 11 Aug pick-up programmed 1500, arrived 1045. Mitigation: transport plan owned centrally with published booking references, and streams sited to minimise moves.
C5 — assessment and APC record integrity. Star testing sign-off must follow the stand, not the cadre. This is an argument for the model — one team per subject owns the standard — but the recording mechanism must be specified.

8. WHAT THIS ANNEX DOES AND DOES NOT PROVE
Proven from our own programme: - The rotation already exists; the change is ownership, not timetable. - SME teams would be employed 6–10 of 12 half-days — not idle. - Stores scale falls to 41–83% below camp strength per stream, drawn once and returned once — except weapons and ammunition, which remain a daily armoury cycle (para 4a). - Weapons scale to the firing point, not to cadet strength: 18–30 rather than 60 for a 6-lane range, releasing the balance to concurrent training. - Cross-county duplication is already occurring on 11 of 12 half-days.
Not yet proven — required before implementation: - Manning: total qualified adults available, by stream, against the table at para 7. - ACS decomposition into named subject stands (para 5). - Whether teams are constituted at Bn or county level (C1) — a command decision, not a planning one. - Transport feasibility of the rotation against actual vehicle availability (C4). - Armoury opening times and turnaround against the Ranges stream's daily cycle (para 4a).

ANNEX B — AC26 SUPPORTING EVIDENCE
AC27 Training Delivery Model Proposal
Scope. This annex records only the AC26 observations that bear on the structure of training delivery. It is deliberately not a full post-camp report: accommodation, catering, NAAFI, music provision and personnel matters are reported separately and are not part of this proposal's case.
Basis. Observations are from Salamanca Coy (3-Star Senior Test, 48 cadets + 4-Star Advanced, 10 cadets = 58), where the author served as Training Team Instructor, ECO and CQMS. Where an observation is County-wide it is marked as such, and where it requires confirmation it is marked [TO CONFIRM].

Bearing on the proposal. This is the single most important line of evidence and the one most worth strengthening. If the ~2200 finish is confirmed across multiple cadres rather than S Coy alone, it establishes the problem as structural rather than local, which is the foundation of the whole argument (paper, para 5a).
2. G4 — DEMAND CHAIN
Requirements were raised through more than one channel, in advance and during camp:

Observed outcome. Requirements raised at (3) did not consistently reach the QM department. On several occasions stores were collected against a raised demand and were not prepared. Weapons and ammunition were delivered reliably on every occasion.
Bearing on the proposal. With nine cadres each raising daily demands, the transaction count is high and every transaction is a point of failure. The failure was in the process, not in any individual — but the process is only load-bearing at that volume because delivery is organised by cadre. Stream ownership reduces the count to one owner per commodity, drawing once (paper, para 5b).
Root cause analysis of the demand chain is recommended in its own right, independently of whether this proposal is approved.
3. G4 — BEDDING

Bearing on the proposal. A stream rotation depends on moves running to time; this is recorded as Risk R3 in the paper rather than as a criticism. It is a constraint the design must accommodate.
5. TRANSPORT AND STORES MARSHALLING — LUTON VAN

Bearing on the proposal. The SME stream model is the same idea at scale. A stream lead with named instructors under them is a lead instructor with squad instructors, given a subject and a season to prepare it. It also gives junior adults a week embedded with strong instructors in one subject rather than rotating past whoever is available (paper, para 6).
7. CONTEXT AND MITIGATION
The following are recorded in fairness to all involved:
- The camp location changed at approximately 5 weeks' notice, compressing every planning and G4 timeline. Much of what follows is attributable to that compression rather than to the delivery model.
- The training was delivered. Both the 3-Star and 4-Star cadres completed their programmes, and S Coy's camp was successful in training terms.
- Cadet leadership was of a notably high standard and materially contributed to S Coy's success.
- Weapons and ammunition provision was reliable throughout.
The argument in the paper does not rest on AC26 having gone badly. It rests on the cost at which it went well, and on that cost recurring annually because it is built into how delivery is organised.
